IMO, if it were to *perfectly* follow the rule of thirds the sun would need to be slightly more prominent as it's presence is very subtle, instead of focusing towards the mid point, this composition focuses towards the center-left. I think it's a really good decision, and works beautifully, but based on my understanding of the rule of thirds, I'm not sure I'd say it strictly adheres to it.

My feeling about the rule of thirds is that you want to block an image into 9 pieces and have a fairly symmetrical histogram pattern built around that division. The histogram for this image, starting in top left to bottom right (reading left to right goes)

1: 50% grey
2: 50% grey
3: 50% grey
4: 10% grey
5: 50% grey
6: 50% grey
7: 50% grey
8: 50% grey
9: 50% grey

so, based on that; the pattern while it can be described by the rule of thirds quite accurately, isn't balanced, thus an unbalanced composition. It works really well here, but it is unbalanced.
